Abstract

The accelerating pace of technological, environmental, and geopolitical change has exposed a widening gap between institutional response capacity and real-world policy demands. This paper analyzes the structural roots of the policy speed deficit, emphasizing regulatory lag, bureaucratic rigidity, and political polarization as mutually reinforcing drivers of institutional failure. Using a systematic literature review and institutional analysis, the study examines how high-degree uncertainties—especially systemic indeterminacy—render traditional prediction-based governance obsolete. Case studies from the COVID-19 pandemic, Generative AI governance, and climate change illustrate the recurring implementation challenges created by the “logic of exception,” where effective crisis-era innovations fail to translate into durable institutional reforms. The paper synthesizes insights from Adaptive Governance, Experimental Governance, Agile principles, and Decision-Making under Deep Uncertainty (DMDU) to propose a resilience-centered institutional framework. Strategic recommendations emphasize planned adaptive regulation, decentralization, redundancy, foresight capacity, and the mainstreaming of experimentalist models. Future research directions include reconciling agility with constitutional due process, developing metrics for policy robustness, and strengthening technical governance capacity.
